On April 8, 2022, OSHA issued launched its first National Emphasis Program (NEP) Directive on outdoor and indoor heat-related hazards. The enforcement directive is complimented by OSHA’s heat campaign, which provides information on heat exposure and infographics for employers and employees to mitigate heat risks and keep workers safe. These efforts will continue as OSHA follows the regulatory process to establish in indoor and outdoor heat standard.

Although dairy processing is not listed for targeted enforcement, warehousing (NAICS code 4931) is listed for enforcement and OSHA plans to focus on high heat hazards at all inspections, regardless of whether an industry is targeted in the NEP. 

  • On days when the national weather service issues a heat warning or advisory for a local area, OSHA will proactively inspect over 70 high-risk indoor and outdoor workplaces. 
  • When the heat index reaches 80 degrees or higher, OSHA will engage with employers and provide technical assistance to keep workers safe. 

Dairy companies should have safety plans and training in place that at a minimum consider the heat-exposure and planning materials provided by OSHA and implement early interventions to include, but are not limited to, implementing water, rest, shade, training, and acclimatization procedures for new or returning employees.
